Functions Of The Office

As defined by the Urban Councils Act 29:15Urban Councils Act {29:15}, section 136. 

The Town Secretary shall be responsible for: 

(a) the proper administration of the council; and

(b) managing the operations and property of the council; and

(c) supervising and controlling the activities of the employees of the council in the course of their employment.

SECTIONS UNDER THE OFFICE OF THE TOWN SECRETARY

INTERNAL AUDIT

The Internal audit role is for reasonable assurance about whether the financial statements as a whole are free from material misstatement, whether due to fraud or error, and to issue an auditor’s report that includes the auditor’s opinion. Internal audit also plays a vital role in ensuring adherence to corporate governance standards and compliance to set statutory procedure and policy.

  • Financial Statement Examination, Compliance Verification, Risk Assessment, Internal Control Evaluation, Independence and Objectivity, Documentation, Communication & Recommendations

 

PUBLIC RELATIONS AND INVESTMENT

Public relations section is responsible for maintaining the image of the Council, client, stakeholder relations management through media, connects with external media, crafts public opinion, and ensures customers aware of the service delivery mandate of the local authority.

It also acts as a liaison interface for investment promotion, marketing of the town’s potential through show casing the various prospects on offer in town.

PROCUREMENT

Procurement section is responsible for obtaining goods and services that the Council needs to support its daily operations, including sourcing, negotiating terms, purchasing items, receiving and inspecting goods as necessary and keeping records of all the steps in the process as defined in the Public Procurement and Disposal of Public Assets Act 22:14

SPATIAL PLANNING

Spatial planning is an interdisciplinary field in the engineering and social sciences that deals with the spatial arrangement and development of living, working and environmental conditions at a wide range of spatial levels.

The section’s role is to assist the local authority to influence the distribution of people and activities in spaces of various scales, through land use management, urban, regional, transport and environmental planning as defined in the Regional Town Country Planning Act 29:12
